Leeds City Council has officially announced the appointment of Ed Whiting OBE as its new permanent Chief Executive, succeeding Tom Riordan.

Whiting’s appointment follows an extensive recruitment process and is set to be formally approved by the full council on November 13, 2024 .

Whiting brings a wealth of experience to the role, having held senior positions in HM Treasury, 10 Downing Street, and the Department for Business and Trade. Currently serving as Director of Cities and Local Growth, he has led place-based economic growth partnerships with UK Mayors and other leaders. His previous tenure as Director of Strategy for Wellcome further underscores his strategic acumen .

His appointment marks a significant milestone for the council, as Mariana Pexton, previously the interim Chief Executive, became the first woman to hold the position in the council’s history . Pexton, who has been with the council since 2000, will continue to serve as interim Chief Executive until Whiting’s official start.

The leadership transition comes after Tom Riordan’s decision to step down at the end of 2024. Riordan, who led the council for 14 years, will take up a new role as a permanent secretary in the Department of Health and Social Care . Under his leadership, the council achieved significant milestones, including attracting major institutions like Channel 4 and the Bank of England to Leeds.

Whiting’s appointment is expected to bring a fresh perspective to the council’s leadership, building upon the strong foundation laid by his predecessors. His deep understanding of Leeds and its ambitions positions him well to navigate the challenges and opportunities ahead for the city.
